His own chief of special services, Colonel Daniel Mukalay, accused Numbi of having ordered the torture of the human rights activist.<\/li><li>Following the last grenade attack in Kigali on August 11th, which killed 6 and injured several others, the army spokesperson <a href=\"http:\/\/www.africatime.com\/rwanda\/nouvelle.asp?no_nouvelle=544189&amp;no_categorie=\">said<\/a> that the Rwandan Defense Forces would take &ldquo;radical measures&rdquo; against their enemies, even if they are supported by &ldquo;foreign countries.&rdquo; According to the spokesperson, they have proof that those who planned the attacks are well trained and have bases in neighboring countries. Neighboring countries? Uh-oh. That sounds ominous &ndash; Uganda?
