President Kabila was <a href=\"http:\/\/desc-wondo.org\/fr\/tentative-de-coup-detat-cours-zimbabwe-panique-chez-kabila-a-kingakati-jj-wondo\/\">rumored<\/a> to be panicking to see one of his stalwart allies depart.&nbsp;<a href=\"https:\/\/twitter.com\/KasmusEric\/status\/931172742266871808\">Congolese<\/a> and <a href=\"https:\/\/twitter.com\/woudena\/status\/930836365675253766\">foreign<\/a> observers hoped that Mugabe departure could somehow provide inspiration for Kabila to leave, as well.<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter is-core-embed-twitter-block\" style=\"margin-top:0px;margin-bottom:0px;padding-top:0px;padding-bottom:0px\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"c-embed c-embed--rich\"><blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">The person most worried about Zimbabwe's \"Forever\" Pres Mugabe's ouster may be Congo's aspiring forever Pres Kabila. <a href=\"https:\/\/t.co\/VptC84lfZU\">pic.twitter.com\/VptC84lfZU<\/a><\/p>&mdash; Kenneth Roth (@KenRoth) <a href=\"https:\/\/twitter.com\/KenRoth\/status\/931568680529530881?ref_src=twsrc%5Etfw\">November 17, 2017<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<\/div><\/figure>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\"><\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">But why would Kabila panic? I have my doubts.<\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">First, Mugabe&rsquo;s ouster does not necessarily mean that&nbsp;his successor will&nbsp;spell a sudden in diplomatic support. Mugabe did provide critical military support to Laurent Kabila&rsquo;s government in 1998, when Rwandan troops were at the doorstep of Kinshasa.&nbsp;Relations between the two countries were so close that it was to Harare that Mzee Kabila&rsquo;s dead body was evacuated in January 2001 as officials on both sides pretended that the current president&rsquo;s father was still alive. And Zimbabwe was heavily invested in the Congo during the 1998-2001 period, as Zimbabwe&nbsp;spent&nbsp;somewhere between <a href=\"http:\/\/www.wral.com\/news\/local\/story\/152145\/\">$260 million<\/a> and <a href=\"https:\/\/mg.co.za\/article\/2004-09-11-zimbabwes-secret-war-in-the-drc\">$1 billion<\/a> on military support to Kinshasa. The support was at least in part self-interested the ZANU-PF <a href=\"https:\/\/www.globalwitness.org\/sites\/default\/files\/pdfs\/art_fg300801zimbabwezanu_0.htm\">hoped<\/a> to obtain lucrative mining and timber contracts in the Congo.<\/p>\n\n\n\n<figure class=\"wp-block-image alignnone is-core-image-block\" style=\"margin-top:0px;margin-bottom:0px;padding-top:0px;padding-bottom:0px\"><a href=\"https:\/\/www.congoresearchgroup.org\/wp-content\/uploads\/2017\/11\/Screen-Shot-2017-11-17-at-3.56.08-PM.png\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" alt=\"Laurent Kabila's coffin leaving Harare in January 2001 (Associated Press)\" class=\"wp-image-6559 lazyload is-lazyload u-img-fluid blurs-media-img\" data-src=\"https:\/\/www.congoresearchgroup.org\/wp-content\/uploads\/2017\/11\/Screen-Shot-2017-11-17-at-3.56.08-PM.png\" data-srcset=\"https:\/\/www.congoresearchgroup.org\/wp-content\/uploads\/2017\/11\/Screen-Shot-2017-11-17-at-3.56.08-PM.png\"><\/a><figcaption>Laurent Kabila&rsquo;s coffin leaving Harare in January 2001 (Associated Press)<\/figcaption><\/figure>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">But those close ties have since weakened. In 2000, the Zimbabwean economy&nbsp;slipped into crisis around the same time as the ZANU-PF&rsquo;s political dominance was&nbsp;being&nbsp;challenged by the MDC opposition. The Zimbabwean Defense Forces dramatically scaled down their involvement in the Congo, and most of their economic investments fizzled out. While there have been persistent reports that President Kabila&rsquo;s bodyguard includes Zimbabweans, and while Zimbabwe can provide reliable diplomatic support in SADC meetings and other regional forait can hardly be said that Mugabe is a key pillar for presidential power in the Congo.<\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">Moreover, if it is indeed former Vice-President Emmerson Mnangagwa who is gearing up to become the next president, it hardly spells much change in terms of Zimbabwe&rsquo;s relations to the Congo. Mnangagwa was <a href=\"https:\/\/reliefweb.int\/report\/burundi\/plundering-dr-congo-natural-resources-final-report-panel-experts-s20021146\">deeply<\/a> involved in the Zimbabwean military support to the Congo, helping to create Operation Sovereign Legitimacy (Osleg), the military-economic partnership between the two countries.<\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">But perhaps this could be an inspiration to Congolese, a sort of blueprint for their way out of their political problems? Zimbabwe is certainly not the Congo, and the ZDF is not the FARDC.&nbsp;Despite its patronage machinery&ndash;&ndash;the ZDF has been deeply involved in <a href=\"https:\/\/www.iol.co.za\/news\/opinion\/how-zimbabwe-squandered-its-diamond-riches-11245571\">diamond mining<\/a>, as well as in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zimbabwe_Defence_Industries\">weapons manufacturing<\/a>&ndash;&ndash;it is a force still <a href=\"https:\/\/www.foreignaffairs.com\/articles\/southern-africa\/2016-09-12\/why-zimbabwes-military-sticks-mugabe\">steeped<\/a> in its liberation history, a much more cohesive and ideological body than the FARDC, which is a patchwork of chains of commands and networks. Kabila has kept his forces factionalized and mostly deployed in the East, coup-proofing his hold on power by retaining only a few, loyalist units in Kinshasa.<\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">Plus, and most importantly, a de facto military coup&ndash;&ndash;which is what appears to be unfolding, albeit slowly, in Harare&ndash;&ndash;is not the best way out of a political impasse.
