The briefing also includes the following line: &laquo;&nbsp;Perhaps most worrying is that US State Department officials consider President Kabila to be at his most unpredictable, which does not bode well.&nbsp;&raquo;<\/p>\n\n\n\n<p style=\"margin-top:0px;margin-bottom:30px;padding-top:0px;padding-bottom:0px\" class=\"is-core-paragraph-block has-space-small-mb\">Indeed.
